On July 10, 2025, a public speech was given by Eliсa Spiropali, Speaker of the Parliament of the Republic of Albania, at the Central Military Club in Sofia. The event was organized by Pan-Europа Bulgaria and attended by Natalia Kiselova, Speaker of the National Assembly of Bulgaria, and Gergana Passy, President of Pan-Europe Bulgaria.
Ms. Gergana Passy opened the event and proposed to the Speaker of the National Assembly, Natalia Kiselova, that the parliament adopt a declaration committing itself to be the first among the parliaments of the member states to ratify Albania’s treaty of accession to the EU.

In her speech, Spiropali stated:
“European integration is not a bureaucratic process from Brussels, but a profound internal transformation.”
She also emphasized that 95% of the population in Albania supports European integration. She described the EU as the country’s “natural family” – a symbol of the historical dream interrupted by the communist regime, which is now being realized through reforms and policies.
Spiropali described Albania as a leader among the candidates for EU membership, noting that 24 of 31 negotiation chapters have been opened so far, with the rest expected to be completed by around 2027, with the aim of full membership in the next decade. She also emphasized strategic regional cooperation.
Natalia Kiselova congratulated Albania as a “champion of European integration” and noted that Bulgaria supports Albania on its path to European Union membership.
